Minutes of the Association Meeting: 20.00 hrs. on Monday, 14th October 2019 at the Top Club

1. Opening Remarks
1.1 Karen chaired the meeting and welcomed all those attending the meeting.
1.2 No apologies had been received.
2. Minutes of previous meeting, September 2019
2.1 David proposed and Marie seconded acceptance of the Minutes.
2.2 The Minutes were approved.
3. Matters Arising
3.1 Alison said she is now dealing with the Colebrand and Glory sites and she will update shortly.
4. Reports
4.1 Chairman
4.1.1 Karen’s reported that the month had largely been dealing with the increase in development proposals. Karen also mentioned that there were still issues due to cars speeding on Burnley Road. Alison suggested that some new signage might help and that she will look into it.
4.2 Secretary
4.2.1 The Secretary Richard said that the main focus this month had been the development proposals in the area. Richard stated that we are not against development if it is done sensitively and following the correct planning guidelines. 4.3 Treasurer/Chairman LVAA
4.3.1 Darryl reported funds as £4,021.49p. With £145 spent on general liability insurance.
4.3.2 LVAA Allotments. Darryl reported that all was quiet on the allotments. Darryl mentioned that starting next year the allotments will be charged at full rental following on from the initial peppercorn rent. Darryl is in the process of negotiating the fee.
4.4 Footpaths Officer
4.4.1 Bob’s report can be found under Annex 1.
4.5 Social Media & Liaison Officer
4.5.1 David reported that there was nothing to report on Social Media other than we have increased to 791 followers on Facebook and 137 on twitter. David will also be publishing the Rawtenstall Community Partnership meeting details on the LVRA website.
5. Leaflet drop.
5.1 Bob is currently working on the Limey Leader which will go out sometime after the AGM.
6. LVRA’s meeting with Tony Blackburn
6.1 Darryl felt the meeting with Mr Blackburn was constructive. Mr Blackburn listened to the main
points intently and he acknowledged the LVRA’s objections to the larger Loveclough development
proposal. Luke fielding was the second inspector. Daryl made sure the LVRA and local residents
voices were clearly represented.
7 Local planning applications.
Recently there have been submitted applications for 2 new bungalow dwellings on land off Commercial Street and Up to 4 new self build dwellings on land off Goodshaw lane. The LVRA are to respond to these proposals and encourage concerned residents to do the same via the RBC portal. It was felt that the 4 self build dwellings were outside the urban boundary and that the bungalow proposals could set up a precedent for further development to the West of Burnley road.
7.1 Alison mentioned that she would check to confirm if they are outside the urban boundary.
7.2 Alison also mentioned that the planning process has now been speeded up with the planning in principal concept which means developers can receive an outcome in 5-6 weeks as opposed to the current 8-13 week cycle.
7.3 Ken mentioned that a single eco-house development had on appeal been granted at Folly clough.
It had formerly been turned down due to badgers but there has been a mitigation plan put together that will block some of the Sett and the planners felt this was suitable. Ken seemed to think that Folly Clough had formerly has SSI status but this has not been confirmed.
8. AOB
8.1 Eric asked whether there was an air quality test with all these new vehicles being added to the road network. Alison mentioned that in more urban areas changes were now being levied on vehicles. Alison also mentioned that there was a greater emphasis on people walking or cycling on local journeys.
8.2 St John’s Crawshawbooth. Alison had spoken to Stephen Anderson of valley heritage who confirmed that things are moving forward and that all stakeholders are at the table.

8.3 The Crawshawbooth clock was discussed with Alison confirming she would chase up the resident
who suggested the repair.
8.4 Derrick mentioned that the road from the M65 to the Crematorium is to be closed for twelve
months.
8.5 Eric mentioned that all gullies on Goodshaw lane are still blocked and there is a vegetation problem.
8.6 Richard mentioned that the footbridge on Reedsholme was badly damaged. Colin agreed to
photograph the matter and send it to Bob and Alison.
Next Meetings and Close
8.1 20.00 hrs. on Monday, 11th November 2019 at the Top Club.
8.2 Thereafter the now usual pattern of utilising the 2nd Monday of each month will continue, so that subsequent meetings in 2019 are expected to be held as follows: ; 11 November (including AGM); 9 December, 13thJanuary 2020.
Annex 1
October Footpath Report
My report this month is rather short on footpath issues, the fact being that
my activities have been somewhat severely curtailed due to having a
cataract operation shortly after the last meeting. And following doctors’
orders not to engage in heavy or strenuous activity along with driving for
a matter of 4 weeks has put more than one spoke in my plans. Also the
‘left over hurricane season’ seems to be well and truly with us which does
not make outdoor work very appealing.
However, working with limited computer time (doctor’s orders!) and
taking the opportunity that the recent bad weather has presented I have
managed to start editing the next edition of the Limey Leader. The actual
publication date is not set but will be after the AGM. At the present
moment I am looking at an 8 to 10 page edition covering a number of
issues current to our valley. I will in good time ask our local councillors for
their contributions along with our Chair.
And /nally, Folly Clough Bridge is back on the radar. Last month saw the
/rst combined Folly Clough Group and LVRA meeting. Twenty-one
separate points were raised and it is no doubt that saving the bridge is
going to be a challenge. A second meeting is scheduled for Wednesday of
this week the 16
th
October with the view to start putting some 5esh on the
bones of a plan. It will possibly take some time to see any real progress
but I will inform meetings of any relevant developments.
